Developing a Supplier Questionnaire to Evaluate Specialist International Service Providers

Client Overview: Radioactive Waste Management (RWM) is a public sector organisation forming part of the UK Nuclear Decommissioning Authority. It is responsible for sourcing new sites for the Authority working in collaboration with local communities.


Challenge presented: RWM sought expertise to develop and evaluate a Supplier Questionnaire for international applicants to its new dynamic purchasing framework. The project demanded a nuanced approach that took into account the complexity and high value of the procurement alongside the need for strict adherence to Cabinet Office guidelines.


Our approach: Working with RWM's in-house procurement team, we recrafted the Supplier Questionnaire (SQ) to remove unnecessary complexity while maintaining full compliance with the relevant Cabinet Office Playbook. Due to the sensitivity and value of the procurement, we designed a financial evaluation template suitable for global responders.


We then carried out a detailed evaluation of commercial and financial responses, conducting thorough due diligence on applicants. Our risk scoring and recommendations and helped RWM make informed decisions on shortlisting service providers.


Outcomes: As a result of our work, RWM benefited from a robust and transparent evaluation model tailored to its unique requirements. The model met RWM’s immediate procurement needs and will be a valuable tool for similar future procurements.
